Kebijakan Mendukung Kesetaraan dan Keadilan Gender pada Program Pidra di Kabupaten Ponorogo

Ketimpangan gender di sektor pertanian dan pembangunan pedesaan masih menjadi tantangan serius di Indonesia, termasuk di Kabupaten Ponorogo yang merupakan wilayah prioritas Program Participatory Integrated Development in Rainfed Areas (PIDRA). Penelitian ini bertujuan untuk mengevaluasi efektivitas implementasi kebijakan Kesetaraan dan Keadilan Gender (KKG) melalui pendekatan Gender Analysis Pathway (GAP) di dalam Program PIDRA Kabupaten Ponorogo. Metode penelitian yang digunakan adalah studi kasus kualitatif berbasis dokumen (desk-based case study), dengan data sekunder yang diperoleh dari laporan resmi, publikasi statistik, hasil studi sebelumnya, dan literatur akademik periode 2014–2024 yang berasal dari Scopus dan Google Scholar. Analisis data dilakukan dengan pendekatan tematik yang berfokus pada lima tahap GAP, yaitu identifikasi isu gender, pengumpulan dan analisis data terpilah, analisis akar penyebab ketimpangan, perumusan kebijakan afirmatif, serta monitoring dan evaluasi berbasis indikator Participation, Access, and Control (PAC). Hasil penelitian menunjukkan bahwa implementasi GAP dalam PIDRA Ponorogo berhasil meningkatkan partisipasi perempuan dalam lembaga desa dari 20% menjadi 30%, serta meningkatkan akses perempuan terhadap pelatihan pertanian dari 30% menjadi 50%. Namun, ketimpangan struktural seperti rendahnya kepemilikan lahan oleh perempuan (25%) dan keterbatasan data terpilah gender di tingkat desa masih menjadi hambatan yang memerlukan intervensi kebijakan lebih lanjut. Temuan ini mempertegas pentingnya integrasi GAP dalam perencanaan pembangunan desa berbasis gender serta perlunya penguatan kapasitas kelembagaan lokal untuk menjamin keberlanjutan pemberdayaan perempuan di sektor pertanian lahan kering
