Abstract

Program Makan Bergizi Gratis (MBG) merupakan kebijakan strategis nasional yang bertujuan meningkatkan kualitas sumber daya manusia melalui pemenuhan kebutuhan gizi masyarakat, khususnya peserta didik dan kelompok rentan. Keberhasilan implementasi program ini sangat bergantung pada ketersediaan pangan yang cukup, aman, bergizi, dan berkelanjutan sehingga sektor pertanian memiliki peran penting sebagai penyedia utama bahan pangan nasional. Penelitian ini bertujuan menganalisis strategi penguatan sistem pangan berbasis pertanian dalam mendukung implementasi MBG melalui peningkatan produksi, penguatan rantai pasok lokal, pengembangan kelembagaan petani, serta integrasi korporasi petani. Penelitian menggunakan metode deskriptif kualitatif dengan pendekatan kajian kebijakan (policy review) berdasarkan data sekunder yang diperoleh dari Badan Pusat Statistik, Kementerian Pertanian, FAO, berbagai jurnal ilmiah, serta dokumen kebijakan nasional periode 2020-2025. Data dianalisis secara deskriptif melalui sintesis komparatif berbagai sumber data untuk mengidentifikasi strategi penguatan sistem pangan dalam mendukung implementasi MBG. Analisis mempertimbangkan keterkaitan kebijakan produksi, distribusi pangan, kelembagaan petani, dan tata kelola rantai pasok untuk merumuskan rekomendasi kebijakan implementasi MBG yang berkelanjutan. Hasil penelitian menunjukkan bahwa optimasi lahan, pengembangan hortikultura, integrasi usaha tanaman-peternakan, penguatan korporasi petani, serta pengembangan rantai pasok pangan lokal menjadi strategi utama dalam menjamin ketersediaan pangan bergizi bagi implementasi MBG. Hasil kajian mengusulkan model integrasi antara petani, kelompok tani, korporasi petani, BUMDes/koperasi, dan dapur MBG untuk meningkatkan efisiensi distribusi, menjaga mutu pangan, memperkuat posisi tawar petani, dan mendukung keberlanjutan pasokan pangan lokal. Meskipun model yang diusulkan masih bersifat konseptual dan memerlukan pengujian empiris lintas wilayah, model tersebut memberikan kerangka implementasi yang adaptif terhadap karakteristik wilayah dan potensi sumber daya lokal. Penelitian ini merekomendasikan penguatan kebijakan pangan lokal, kelembagaan petani, dan efisiensi rantai pasok, serta sinergi lintas sektor untuk mendukung implementasi Program MBG secara berkelanjutan.    

The Free Nutritious Meal Program (MBG) is a strategic national policy to improve human resource quality by fulfilling the nutritional needs of students and vulnerable groups. Its successful implementation depends on the availability of sufficient, safe, nutritious, and sustainable food, making agriculture the primary supplier of national food resources. This study analyzes strategies for strengthening agriculture-based food systems to support MBG through increased food production, stronger local supply chains, farmer institutions, and farmer corporation integration. A qualitative descriptive method with a policy review approach was employed using secondary data from Statistics Indonesia, the Ministry of Agriculture, FAO, scientific publications, and national policy documents from 2020-2025. The findings indicate that land optimization, horticultural development, crop–livestock integration, strengthening farmer institutions, farmer corporations, and efficient local food supply chains are key components for ensuring sustainable nutritious food availability while improving food quality, distribution efficiency, and farmers' welfare in supporting the implementation of the MBG program. The study also proposes a conceptual integration model linking farmers, farmer groups, farmer corporations, village-owned enterprises/cooperatives, and MBG kitchens to enhance distribution efficiency, maintain food quality standards, strengthen farmers' bargaining position, and ensure a sustainable local food supply. Although the proposed model remains conceptual and requires empirical validation in different regional contexts, it provides a comprehensive policy framework that can be adapted according to local agricultural resources, institutional capacity, and regional food system conditions to support the sustainable implementation of the MBG program. Finally, the study recommends reinforcing local food policies, farmer institutions, and cross-sector collaboration to enhance national food system resilience and ensure the long-term sustainability of MBG.
