Abstract

Penelitian ini bertujuan untuk mengevaluasi penerapan penjaminan mutu pelatihan dan menganalisis dampaknya terhadap penyelenggaraan pelatihan menggunakan model CIPP yang mencakup aspek context, input, process, dan product. Penelitian ini menggunakan pendekatan evaluatif dengan teknik pengumpulan data melalui studi dokumentasi pada 10 UPT pelatihan bidang pertanian di bawah Kementerian Pertanian pada periode Oktober–Desember 2025. Hasil penelitian menunjukkan bahwa implementasi penjaminan mutu pelatihan berada pada kategori baik pada seluruh komponen CIPP. Pada aspek context, program pelatihan telah sesuai dengan kebutuhan peserta serta kebijakan dan tugas fungsi lembaga. Pada aspek input, kualifikasi widyaiswara, kurikulum, bahan ajar, serta sarana dan prasarana berada pada kategori baik meskipun masih terdapat variasi antar UPT. Pada aspek process, penerapan SOP penjaminan mutu, metode pembelajaran, serta monitoring dan evaluasi telah dilaksanakan secara konsisten. Pada aspek product, peningkatan kompetensi peserta, kepuasan, dan penerapan hasil pelatihan di tempat kerja menunjukkan hasil yang positif dengan nilai mutu rata-rata 70,31–90,25. Secara keseluruhan, sebagian besar UPT berada pada kategori sangat bermutu, yaitu Bapeltan Lampung, BBPP Batu, BBPP Lembang, BBPP Binuang, BBPP Kupang, BBPKH Cinagara, dan BBPP Ketindan, sedangkan Bapeltan Jambi dan beberapa UPT lainnya berada pada kategori bermutu. Hasil penelitian menunjukkan bahwa penjaminan mutu pelatihan berkontribusi positif terhadap peningkatan efektivitas, konsistensi, dan akuntabilitas penyelenggaraan pelatihan. Selain itu, aspek yang perlu dipertahankan meliputi penerapan SOP, kompetensi widyaiswara, dan kesesuaian program dengan kebutuhan, sedangkan aspek yang perlu ditingkatkan adalah konsistensi kualitas input serta penguatan evaluasi pascapelatihan.

This study aims to evaluate the implementation of training quality assurance and analyze its impact on training delivery using the CIPP evaluation model, which comprises context, input, process, and product components. The study employed an evaluative research approach with data collected through document analysis at ten agricultural training centers under the Ministry of Agriculture of the Republic of Indonesia during the period October–December 2025. The results indicate that the implementation of training quality assurance is categorized as good across all CIPP components. In the context dimension, training programs are generally aligned with participant needs as well as institutional policies and functions. In the input dimension, instructor qualifications, curriculum, learning materials, and training facilities are in good condition, although variations among training centers still exist. In the process dimension, the implementation of standard operating procedures, learning methods, and monitoring and evaluation systems is consistently applied and contributes to structured training delivery. In the product dimension, improvements in participant competencies, satisfaction levels, and workplace application of training outcomes show positive results, with average quality scores ranging from 70.31 to 90.25. Overall, most training centers are classified as “very high quality,” including Lampung, Batu, Lembang, Binuang, Kupang, Cinagara, and Ketindan, while Jambi and several other centers are categorized as “high quality.” These findings demonstrate that training quality assurance contributes positively to improving the effectiveness, consistency, and accountability of training implementation. Furthermore, key aspects that should be maintained include SOP implementation, instructor competence, and program relevance to needs, while areas requiring improvement include consistency of input quality and strengthening post-training evaluation mechanisms.
